Mark Baxter
Principal,
Outlook Market Research & Consulting
Mark Baxter B.A. (Hons.), B.Comm.(Hons.) co-founded Outlook Market Research and Consulting in 1997. The firm soon gained a specialization in rural economic development and First Nations consulting. Mark’s core consulting interests rest in marketing and management consulting for economic development organizations. The majority of his time is spent working with a superb team of consultants whose expertise range from graphic design, to strategic planning, to data management, to website creation. The team has been developed over the past 20+ years specifically to act as a single source solution for economic developers looking to attract investment or labour to their communities. A tenet of Outlook’s business model is to work with its clients and all levels of government to secure project funding for the important work of economic development. Mark has a variety of other business interests including acting as a Roster Consultant for the Business Development Bank of Canada, and as a principle in a several real estate development companies.
Frank Scap
Senior Consultant
Frank co-founded Outlook Market Research and Consulting with Mark Baxter in 1997 before moving to Dallas, Texas to take up a position as a Project Manager with a leading advisory and planning firm specializing in providing consulting services to the sports, entertainment and leisure industries. Frank continues to work with Outlook, specializing in recreation projects and business planning. Frank has worked as a project manager on dozens of feasibility studies and economic modeling projects, and has been deeply involved with many First Nations economic development initiatives over the past 15 years. His breadth of experience provides Outlook with insights into multiple markets, allowing our clients to view their communities from an international perspective.
Phil Dupas

Phil has over 35 years of experience as a graphic artist providing design, art direction and production services for print, web and digital medias to clients across the country in both official languages. He has worked with Outlook Market Research and Consulting for 15 years, lending his design, production, and technical expertise to a wide variety ad campaigns, logo development, website design, branding, and economic development projects. Squarely focused on client goals and customer satisfaction, Phil consistently brings a level of sensitivity, insight, intelligence and pragmatism to each design and marketing challenge he faces.
Shannon Husain
Senior Consultant
Shannon has enjoyed a distinguished corporate career in Calgary, Winnipeg and Toronto leading marketing departments, and engaging in a variety of in-depth marketing projects. She is a strategic marketing and communications leader that drives results in major organizations across diverse industries. Shannon now draws from her extensive experience in senior project management, branding strategies and competitive research to assist rural communities and economic development organizations in reaching their objectives; whether they are in labour attraction, investment attraction, or organizational development.
Bryan Buchalter
Bryan’s expertise is drawn from over 20 years of film and video production and broadcast media. From corporate videos, interviews, commercials and aerial footage, Bryan’s vision to capture the essence of a story shines.With his ability to communicate with clients to understand their ideas and set them at ease during filming, Bryan helps our clients navigate their productions from start to finish with the highest quality of videos for their corporate needs.
Joel Dupas
Web Design and Technical Support
Joel has provided website design and construction services for over 12 years, working on a host of economic development projects. His firm grasp of the technical and his strong website design and construction skills are critical assets to the team, helping to ensure that the needs and objectives of each client’s website are effectively met. Joel’s expertise serves to bridge the gap between our clients’ marketing and communication goals and the technical realities of an increasingly virtual world.
Kim Brasko
Senior Consultant
Kim is a CPA, CA, with over 20 years’ experience working with business owners to grow their business, of which 14 years was in Dubai, UAE. She has a deep breadth of experience working with multi-nationals, in finance-focused roles, financial business consultation and systems implementation for SME’s and as Managing Director of a international brands. Her exposure to all aspects of the organization, in a diversely changing international economic environment, with an expertise in Financial Forecasting, Feasibility and Business Planning, allows her to understand the needs of the organization’s decision makers and provide relevant, accurate and concise information and recommendations.
Kathy Dmytriw
Economic Development Consultant
Kathy specializes in economic development in Northeast Alberta. Having grown up in the region, Kathy has a clear understanding of the needs of businesses and has always advocated for business growth and investment in the community. In various regional roles Kathy has successfully executed diverse projects advocating for entrepreneurs, facilitated communication between government departments in pursuit of business supports, and established strong relationships with local chambers of commerce. Kathy is presently undertaking a series of business retention and expansion (BRE) and other projects as an economic development consultant for Crossroad Economic Development Alliance in Minburn County, Alberta.

As president of Acornhill Partners Inc., Randy Baldwin, FCMC, CAC, has over 30 years experience as a strategic management consultant. He has a broad range of expertise including regional development strategies focusing on food and agriculture; growth strategies for academic institutions in the areas of new product development, economic impact, and marketing; and best practices for board governance. Randy has a personal interest in care for the elderly as a director on boards of personal care homes. Randy has served in many board positions, provincially, nationally, and internationally with institutes of management consultants. Acornhill Partners has worked with Mark Baxter on a number of projects over the past 20 years.

Vince Kuzdak

Vince is a seasoned Indigenous Engagement Specialist, with 25 years of experience in planning and managing environmental programs focused on the protection of Indigenous traditional and cultural rights and values, environmental preservation and protection, economic development and capacity building for Indigenous people, industry, and government. Outlook has partnered with Vince on a number of Indigenous Economic Development projects and values his deep experience in the engagement processes with community and regional stakeholders.
